Rabin was willing to give up the Golan Heights

As evidenced by the testimony of Saudi intelligence chief Assad, he was shocked after the assassination of Rabin for the only reason - he realized that he had missed a golden opportunity to get the entire Golan. Assad said that the American mediators sent him a letter that included Rabin's willingness to withdraw from the goal level. According to Rabin, "he forwarded a letter through US Secretary of State Warren Christopher to Bill Clinton, in which he says that he 'will make it clear to Assad that I agree.'

It describes the dynamics of negotiations and the gradual folding of Rabin. Ross notes that as early as the summer of 1994, Rabin complied with Assad's demand and, through the mediation of the US Secretary of State, gave him consent in principle to a full withdrawal from the Golan Heights to the 1967 borders.
On October 31, 1995, Rabin met with Dennis Ross in Jerusalem. He agreed with him to resume negotiations between the heads of the armies of Israel and Syria after another meeting with him that was to take place during his visit to Washington in mid-November. He signaled to Ross that surprises could be expected…
As is well known, however, these plans were not implemented. Assad was left only to weep over the missed opportunity
